Vacancy for Parish Clerk & Responsible Financial Officer
Pencombe Group Parish Council, which serves the parishes of Pencombe and Little Cowarne, has a vacancy for a Parish Clerk and Responsible Financial Officer. The primary goal of the role is to support the Parish Councillors to serve the parishes to the best of their abilities.
We are looking for someone with strong IT and admin skills, excellent communication skills, an understanding and respect for the responsibilities of a Parish Council, and experience of budget control and monitoring.
The range of duties incorporate organising and attending monthly evening council meetings (11 per year held on the fourth Tuesday of each month, excluding December), drafting the agenda, taking minutes, monitoring the actions and the decisions of the Council, dealing with correspondence, liaising with other community groups and public bodies, managing burial records, and maintaining the parish website.
Financial responsibilities include preparing, monitoring and reporting on the budget, paying invoices, banking, managing payroll, overseeing annual insurance renewal, preparing end of year accounts and VAT reclaims.
Applications from people with a thorough understanding of local government and who hold the Certificate in Local Council Administration (CiLCA) are particularly welcomed. Relevant experience would be ideal, although a full handover will be given by the current Clerk and training is available.
Hours: 7 hours per week – flexible.
Salary: Scale LC1, NJC salary point 23 (£21,268) subject to qualifications and experience, pro rata to 7 hours.
Location: Home based – a laptop and printer will be provided.

Severe weather update
A huge thank -you to everyone who helped across the parish during the recent severe weather. We know that a lot of time and effort went into supporting individuals in the community and clearing our roads – this is greatly appreciated by the Parish Council and all the local residents.
If you would like to show your appreciation to the local farmers/residents who helped clear our roads of snow in the recent bad weather we are collecting donations to recognise the efforts made. Monies raised will be donated to:
1. St Michael’s Hospice
2. County Air Ambulance
3. Matthew Davies Leukaemia Fund
Donations can be made via the collection pots at Pencombe Post Office, The Wheelwrights Arms or The Three Horseshoes Inn, or via the Parish Clerk. Please make any cheques payable to Pencombe Group Parish Council.
Help shape the future of your Parish…
Pencombe Group Parish Council is seeking to engage as many local people as possible in the development of a Neighbourhood Development Plan [NDP] covering Pencombe and Little Cowarne.
The plan will identify the main challenges of housing, roads, parish amenities facing our two parishes over the next twenty plus years with proposals for how best to deal with those challenges.
It is proposed to form a Steering Group made up from a cross section of the community, including Parish Councillors, nominated by the Parish Council. If you are willing to volunteer to join the group please contact us:
